What is the ELC Scheme?

The Enhanced Learning Credits Scheme is an initiative designed to promote lifelong learning among serving personnel and veterans of the UK Armed Forces. It provides financial support for approved training and education, helping individuals gain recognised qualifications and develop new skills for life beyond service.


Through ELCAS, eligible learners can access funding to support their professional development, making it easier to transition into civilian careers or progress within their chosen field.

To ensure you maximise your ELC, we recommend creating your own course bundles. Here are a couple of examples based on a claim limit of £2000: 


CSRM® - SFJ Awards Certification (Distance Learning) + CCMP® (Distance Learning) = Total ELC contribution of £1920.

How to Use Your Enhanced Learning Credits (ELC)

Step by Step Process

  1. Register as an ELC Scheme Member
    You must be registered with the Enhanced Learning Credits Administration Service and have completed the required length of eligible service before submitting a claim. 
  2. Select Your Course
    Contact Oakwood Risk Training to enquire about your chosen course and receive the information required to support your claim (or use the information above). 
  3. Submit Your Claim Application
    Complete your ELC claim via the ELCAS online system. 
  4. Obtain Authorisation 

  • If you are still in service, your claim must be approved by an authorised Education Staff member 
  • If you have left service, approval must be obtained from your Single Service Representative 

  1. Receive Your Claim Authorisation Note (CAN)
    ELCAS will review your application and, if approved, issue a Claim Authorisation Note (CAN). 
  2. Enrol on Your Course
    Once you receive your CAN, forward it to Oakwood Risk Training to secure your place.
    Please note, you are required to pay a minimum 20 percent learner contribution. 
  3. Complete Course Evaluation
    After completing your course, you must submit a Course Evaluation Form via the ELCAS Member’s Area.

Key Funding Rules

  • You must complete the required qualifying service before making a claim 
  • Claims must be submitted at least 25 working days before the course start date 
  • You can submit one claim per financial year (1 April to 31 March) 
  • In some cases, claims may be aggregated, subject to eligibility criteria outlined in JSP 822 
  • The MOD will fund up to your approved tier, with a minimum 20 percent personal contribution required 
  • Retrospective claims are not permitted
