The SFJ Awards Level 3 Award in Counter Terrorism Protective Security and Preparedness is an Ofqual regulated qualification designed to build practical capability in counter terrorism protective security and organisational preparedness.
Developed by SFJ Awards in collaboration with the National Counter Terrorism Security Office (NaCTSO), this nationally recognised qualification provides learners with the knowledge and skills required to understand terrorism threats, assess risk and implement effective protective security measures within their organisation. It supports organisations in strengthening security, improving preparedness and building a safer and more resilient operating environment.
This qualification is aligned with current UK counter terrorism guidance and has been designed to support organisations preparing for the requirements of the Terrorism Protection of Premises Act 2025. It provides the knowledge and understanding needed to enhance readiness and reduce vulnerability across venues, sites and organisations.

This qualification provides a structured introduction to counter terrorism protective security and preparedness. Learners will develop a clear understanding of terrorism threats, attacker methodologies and the steps organisations can take to reduce risk and improve response.
This module provides a foundation in understanding terrorism, including motivations, common attack types and UK threat levels. Learners will explore the legislative context and organisational responsibilities for protecting people and public spaces.
It also introduces the importance of vigilance, reporting and understanding how different sites and organisations may fall within the scope of counter terrorism legislation and guidance.
A strong security culture underpins effective protective security. This module explores how leadership, staff engagement and structured management processes contribute to building and sustaining a positive organisational security culture.
Learners will examine the benefits of embedding security awareness across an organisation and how to overcome common barriers to implementation.
This module introduces the principles of protective security and crime prevention, including recognising hostile reconnaissance, insider threats and emerging risks. Learners will explore layered security approaches and proportionate protective measures.
The focus is on practical steps organisations can take to reduce vulnerability and strengthen resilience through physical, procedural and behavioural controls.
Preparedness is critical to effective response. This module focuses on developing and maintaining counter terrorism preparedness plans, including emergency procedures, communication strategies and staff training.
Learners will explore evacuation, invacuation and lockdown considerations, incident response arrangements and the importance of exercising and validating plans.
This practical module develops the skills required to conduct structured counter terrorism risk assessments and develop preparedness plans. Learners will examine threat, vulnerability, impact and risk, and apply these concepts to their organisational context.
By the end of the module, learners will be able to complete a terrorism related risk assessment and produce a tailored preparedness plan.
The final module focuses on producing clear, structured and defensible written recommendations. Learners will develop the ability to justify security improvements using legal, moral and financial arguments and gain leadership support for implementation.
This ensures that risk assessment outputs translate into practical and achievable improvements.

The in person course is delivered over 5 consecutive days, providing a focused and immersive learning experience.

Assessment methods are set by SFJ Awards and include a multiple choice examination, written assignment and professional discussion. These assessments confirm both knowledge and practical application of learning.

Upon successful completion, you will receive the SFJ Level 3 Award in Counter Terrorism Protective Security and Preparedness.

This SFJ Awards qualification is officially regulated by Ofqual, the UK's Office of Qualifications and Examinations Regulation, ensuring its credibility and value across the entire UK security community.
